At the end of 2025, further amendments to the law were adopted that affected the rules governing mobilization and military registration. These changes alter the government\u2019s approach to the registration of persons subject to military service and affect many citizens. <\/p>\n
On December 5, 2025, the Cabinet of Ministers of Ukraine adopted Resolution No. 1632, \u201cOn the Implementation of a Pilot Project for the Automatic Registration of Conscripts, Persons Subject to Military Service, and Reservists.\u201d The main objective of this resolution is to create and maintain an up-to-date database for defense and national security purposes. <\/p>\n
According to the new procedure, for military registration, the following are automatically included citizens of Ukraine male citizens aged from 18 to 60 years old, including those who are currently abroad. This applies to individuals, who previously were not registered on military registration, except for cases expressly provided for by law. In this case, undergoing a military medical examination at this stage is not a mandatory requirement. Individuals with disabilities or serious medical conditions may at their own discretion submit medical documents; however, this is not required for registration on the registry. <\/p>\n
Military registration is carried out without the citizen\u2019s physical presence, based on information that the Ministry of Defense of Ukraine receives electronically through data exchange between government registries.<\/p>\n
Starting in December 2025 of that year, the primary military registration document for conscripts, persons subject to military service and reservists will be the electronic military registration document. These changes were approved by Resolution No. 1644 of the Cabinet of Ministers of Ukraine No. 1644 dated December 10, 2025, which introduced amendments to the procedure for the preparation and issuance of military registration documents. <\/p>\n
In addition, regional recruitment and social support centers are discontinuing the issuance of paper military registration documents and will no longer make entries in them regarding registration for military service, deregistration, or removal from the registry. <\/p>\n
Paper military registration documents will henceforth be issued only to citizens who are registered with the Security Service of Ukraine and intelligence agencies, as well as to individuals who have retired from these agencies. For all other individuals who are registered for military service, only electronic military registration documents will be issued. <\/p>\n
An electronic military registration document is issued to individuals registered with the Territorial Military Registration and Enlistment Offices and Specialized Units, regardless of their category. At the same time, the current procedure provides for the use of the electronic document by individuals who have been removed from military registration as well. <\/p>\n
An electronic military registration document can be generated through the \u201cReserve+\u201d app, on the \u201cDiya\u201d portal, or directly at a Territorial Military Registration and Enlistment Office (TMREO) or a Specialized Office (SO). A printed copy of this document is issued at a TMREO or SO on the same day the request is made, provided that the citizen or their legal representative is present in person, as required by law. <\/p>\n
The results of a medical examination conducted by a military medical commission are no longer a mandatory component of a military registration document; therefore, the absence of a military medical commission\u2019s conclusion cannot serve as grounds for refusing to issue or complete the document.<\/p>\n
The issue of the validity of previously issued paper military registration documents remains relevant. Resolution No. 1644 does not contain an explicit provision on this matter, but Resolution No. 559 of the Cabinet of Ministers of Ukraine dated May 16, 2024, stipulates that documents issued prior to the entry into force of this resolution are considered valid throughout the territory of Ukraine until a new-style document is issued.<\/p>\n
Therefore, it can be concluded that conscript identification cards, temporary military service registration certificates, military ID cards for enlisted personnel, sergeants, and senior non-commissioned officers, as well as military ID cards for reserve officers, issued before May 18, 2024, remain valid unless the individual has been issued a new document. At the same time, the new-style military registration documents received in 2024\u20132025 in accordance with Resolution No. 559 have effectively become invalid due to the transition to an electronic format. <\/p>\n
In addition, changes have been made to the list of documents that persons subject to military service must submit to obtain a deferment from conscription during mobilization, in accordance with the grounds specified in Article 23 of the Law of Ukraine \u201cOn Mobilization Preparation and Mobilization\u201d (Appendix 5 to the Procedure for Conscripting Citizens into Military Service During Mobilization, approved by Resolution No. 560 of the Cabinet of Ministers of Ukraine dated May 16, 2024).<\/p>\n
Under the new rules, to apply for a deferral under paragraphs 6\u201314 of Appendix 5, you must also submit a copy of a document certifying registration in the State Register of Individual Taxpayers (identification code) for an adult over whom the person subject to military service exercises guardianship, custody, or provides constant care, or who is dependent on him or her. If such a person has refused to obtain an identification code for religious reasons and has notified the relevant regulatory authority of this, a copy of their passport with the corresponding notation must be provided. <\/p>\n
The Ukrainian Ministry of Defense notes that the availability of such information ensures effective electronic interaction between the Unified State Register of Conscripts, Persons Subject to Military Service, and Reservists and other registers (databases) during the automatic extension of deferments.<\/p>\n
It should be noted that the resolution stipulates the requirement to submit a tax document for an adult who is under guardianship, custody, or care, or who is a dependent of a person subject to military service.<\/p>\n
At the same time, paragraphs 6 and 8 of Appendix 5 apply to children, not adults. For this reason, requests for a deferral may be denied if the child\u2019s identification code is not provided. Our company, like other legal experts, recommends preparing and submitting this document for children as well, in order to avoid potential complications when applying for a deferral. <\/p>\n
Information is currently circulating widely that the Ukrainian Ministry of Defense has drafted amendments to Order No. 402, \u201cOn the Approval of the Regulations on Military Medical Examinations in the Armed Forces of Ukraine.\u201d According to these amendments, certain diseases are to be removed from the list used to determine fitness for military service. <\/p>\n
According to Military Ombudswoman Olga Reshetilova, amendments to the order have already been drafted, but it is currently impossible to say what stage they are at. The Health Department of the Ministry of Defense of Ukraine was responsible for drafting these amendments. <\/p>\n
We will monitor the situation as it develops and report on any changes.<\/p>\n
